Why should government fund the research?
To begin with, it is true that research is necessary for a country. If research is funded by government, then the knowledge and benefits from this research will be used to improve people’s lives because the government is accountable to the public and government fund that are collected from public through taxes.
Why funding research by the Private organisation has drawbacks?
On the other hand, the ultimate aim of a private organization is to earn profit. So private organization will put fund only in that research, which will bring them more and more profit. Also it could happen that few researches may not start which do not involve profits for the organisation but are important to public interest.
Moreover, in order to gain more profit, sometimes research companies do not show true and genuine results from research. For example, in case of drug companies, rigorous clinical testing trial is required before launching a medicine in the market. Since private companies spend a lot of money into research, they need to earn it as early as possible. So Sometimes these companies show only positive results of the drug, but hide its side-effects. However, contrary to it, hand garment will give priority to welfare people rather than profits.
Conclusion
I think if research is founded and controlled by government, then it is much beneficial to the nation, but it does not mean that private companies should stop funding research. Even if private companies fund a research it is the responsibility of government to monitor, regulate and control the research. Everyone has a choice to smoke or not. People who smoke do so at their own risk. Smoking is dangerous. Smoking has many ill effects on our health. It can cause cancer and many other diseases. So it is obvious to expect of smokers to pay more cost in case they catch any disease. However, I do not fully agree with the statement. I mention some reasons in the following paragraphs.
It is now known that not all diseases come from smoking. There are many diseases which are common to both smokers and non-smokers for example, thyroid, typhoid, dengue or injury. It would be wrong to ask smokers to pay more for such kind of diseases which are not caused by smoking alone. It would be unjustified if we relate all diseases to smoking habit.
On the other hand, if any disease / (medical condition) is caused by smoking habit then smokers should expect to pay more because when they smoke, they cause pollution in our environment as well as danger to other people’s lives as it is known that smoking is very dangerous to passive smokers.
It is true that people should take responsibility of their own actions. However, it is also the responsibility of society as well as government to spread awareness of the consequences of smoking. They should take every required step to deter people from smoking. Infact , it is their duty to do so. If they fail in creating awareness and educating people about severe effects of smoking, then people especially youngsters would fall into this temptation and addiction of smoking as people are and will always remain prone/vulnerable to such intoxicant substances. So if state or society fails, then they have no right to claim higher treatment cost from the smokers.
However if state has taken all necessary steps, and warned the people not to smoke, then in that case, if they still continue to do so, the authorities may expect them to pay higher cost of treatment. For example, cigarette packets have a clearer warning that smoking can cause health problems like cancer, but despite that if a person choose to smoke, then he should not be given subsidy in case of medical emergency.
To conclude, I feel that smokers should pay more in cases of diseases related to smoking but for any other illness; they should not be expected to pay more.

So if trees are cut-down, the proportion of oxygen in air will become less and that of Carbon-dioxide will become more. This would make the environment suffocating. Thirdly, the emission of smoke and other toxic green-house gases from vehicles, industries, burning of fossil fuels becomes the reason of global warming. Moreover, use of pesticides in agriculture is also causing the pollution.
Nevertheless, there may be some solutions to reduce the global warming and its effects. Firstly, government should harden emission norms of vehicle and industries. Whatever pollution control laws have been made so far, their implementation needs to be done without compromise.
